The pipe valve is likely to be opened before the leak occurs. The valve is closed when it is confirmed on site after the leak is discovered. It may be that someone accidentally opened it and restored it for concealment.
The tank is leaking out of the tank due to the opening of the valve. At that time, TEP considered that the valve might be malfunctioning.
